ATA Statement on USDOT Action on Non-Domiciled CDLs |
Washington – Today, in response to U.S. Department of Transportation Secretary Sean Duffy’s announcement of measures to increase enforcement actions against non-domiciled CDL holders, American Trucking Associations President & CEO Chris Spear issued this statement: “ATA supports steps to strengthen credentialing standards and ensure that non-domiciled CDL holders have and maintain the proper authorization and qualifications required under federal law. Rules only work when they are consistently enforced, and it’s imperative that all state driver licensing agencies comply with federal regulations. We appreciate USDOT taking these steps to guarantee that happens, and we look forward to reviewing the rule in detail and providing specific feedback in our official comments.” In April, ATA President & CEO Chris Spear sent a letter to USDOT Secretary Duffy calling for an audit of non-domiciled CDL issuance. Dear ATA Member:
Tonight, the Trump Administration announced the conclusion of its Section 232 national security investigation into the foreign production of medium- and heavy-duty trucks and truck parts. As a result, the tariff rate on these imports will increase from 0% to 25% effective October 1, although we are working to determine details on the full extent of what truck contents will be subject to these tariffs. ATA disagreed with the premise of this investigation from its inception, and we filed comments with the U.S. Department of Commerce last spring to convey our opposition.
In line with the Administration’s goal to revitalize U.S. manufacturing, we support the goal of creating domestic jobs. As you know, however, the trucking industry has been navigating an extremely challenging operating environment, with rising costs and soft freight volumes. We are assessing the impact that these new tariffs could have on truck prices as manufacturers look to shift production from Mexico, as permitted under USMCA, to the United States — costs that motor carriers small and large will be forced to absorb.
As our industry continues to feel the pain of an unprecedented, years-long freight recession, we believe this development further bolsters the case for repealing the federal excise tax on heavy-duty trucks — a counterproductive, outdated, and punitive tax that hurts U.S. manufacturing and penalizes truckers for investing in new, American-made equipment. Revising the imminent Biden-era low NOx rule would also provide much-needed price relief for the industry. We will be elevating these asks with the Administration and Congress in the days and weeks ahead.

ATA Applauds Passage of Truck Driver Appreciation Resolution |
Washington – Today, the American Trucking Associations cheered the Senate’s unanimous passage of a resolution designating September 14-20, 2025, as National Truck Driver Appreciation Week. The bipartisan proclamation honoring the contributions of America’s professional truck drivers was authored by U.S. Senators John Boozman (R-AR) and Mark Kelly (D-AZ). “When every convenience and necessity is available on a store shelf or just a click away, it can be easy to overlook America’s 3.6 million truck drivers who pull off this logistical feat day after day,” said American Trucking Associations President & CEO Chris Spear. “Our reliance on truckers is absolute, and our appreciation for them should be as well. National Truck Driver Appreciation Week provides the opportunity for Americans to give them the gratitude they richly deserve. ATA Praises Trump Administration for Moving to Protect Independent Contractors |
Washington — Today, following the release of the U.S. Department of Labor’s spring regulatory agenda, American Trucking Associations President & CEO Chris Spear applauded the Trump Administration for announcing its intention to rescind the destructive independent contractor rule: “By moving to rescind the Biden-era rule on independent contractors, the Trump Administration is rejecting a reckless, job-killing scheme finalized by Acting Labor Secretary Julie Su. That rule would have wiped out choice, crushed opportunity, and sidelined hundreds of thousands of truckers who fuel our economy. We look forward to continuing our participation in the process to repeal this rule, which will be a victory for truckers, for the economy, and for common sense. “For more than 90 years, independent contractors have played a vital role in trucking, providing flexibility for drivers and capacity for the supply chain. More than 350,000 professional truck drivers choose to run their own businesses, set their own hours, and chart their own routes. Trump Targets Heavy-Duty Trucks With 25% Tariff Beginning Oct. 1
Heavy-duty trucks are the latest target of President Donald Trump’s vast array of tariffs. Trump Thursday announced on Truth Social a 25% tariff on trucks beginning next month, citing “National Security purposes!” as the reason.
DOT Hopes to Force 194,000 Non-Domiciled CDL Holders Out of Trucking
DOT on Friday held a press conference and released a new Interim Final Rule related to non-domiciled CDL issuance that intends to push almost 200,000 non-citizen drivers out of the industry, and potentially boost rates for domestic carriers.
