California Gets Go-Ahead from EPA to Enforce Truck NOx Emissions Rules
The U.S. Environmental Protection Agency has issued a waiver to the California Air Resources Board allowing the state to implement and enforce its Omnibus low-NOx emissions regulation for heavy-duty vehicles and engines, a decision criticized by the American Trucking Associations.
Regulatory Update: AEBs, Speed Limiters, More Expected in 2025
The White House’s Office of Management and Budget has released the Fall 2024 edition of its twice-annual Unified Agenda of Federal Regulatory and Deregulatory Actions detailing the status of rules and regulations in the works at various government agencies, including the Department of Transportation. For trucking, the updated agenda offers some insight into when certain proposed and final rules are expected to be published. Notably, two contentious rules — speed limiters and automatic emergency brakes — remain on track to publish when previously expected, barring a change following the inauguration of President-elect Donald Trump in January.
2 More ELDs Removed from Registered Devices List; Makes 6 in a Week
The Federal Motor Carrier Safety Administration (FMCSA) Wednesday removed two more devices from the agency’s list of registered electronic logging devices, or ELDs. Mountain ELD and XELD devices were placed on the Revoked Devices list due to the companies’ failure to meet the minimum requirements established in 49 CFR part 395, subpart B, appendix A. The removals are effective Dec. 18.
FedEx to Spinoff LTL Business, ‘Will Play Offense’ for Freight
FedEx Corp. announced the spin-off of its less-than-truckload freight business, FedEx Freight, to a separate publicly traded company. The spin-off is planned to be completed within the next 18 months, with the goal of unlocking growth opportunities for both entities and enabling customized operations strategy and financial autonomy.

Cost of Congestion Tops $100 Billion Annually, Nearly $8k Per Truck
Traffic congestion on U.S. highways tacked on a record-high $108.8 billion in cost to the trucking industry in 2022, according to the latest Cost of Congestion studypublished by the American Transportation Research Institute (ATRI). This level of delay is equivalent to 435,686 truck drivers remaining idle for the entire year – an idling of 22% of all Class-A licensed commercial truck drivers – and an average cost of $7,588 for every registered combination truck, ATRI noted. Analysis also found the trucking industry wasted more than 6.4 billion gallons of diesel fuel in 2022 due to congestion, resulting in additional fuel costs of $32.1 billion.
