USDOT Withdraws Rule Allowing Testing of Oral Fluids in Clearinghouse
After receiving negative comments, the U.S. Department of Transportation (USDOT) on Aug. 1, 2024, published a notice in the Federal Register withdrawing a direct final rule (DFR) that was published on June 21 regarding procedures for transportation workplace drug and alcohol testing programs.
Senate Hearing Exposes Electric Trucks’ Immense Strain on Electrical Grid
On Wednesday, July 31, the Senate Budget Committee held a hearing called “Charging Ahead: The Future of Electric Vehicles.” Questions from senators touched on a wide range of topics, including China’s dominance over manufacturing, charging infrastructure and the rate of adoption keeping up with government-mandated goals. Although discussions focused on passenger vehicles or electric vehicles in general, several issues were specific to electric trucks.

ATRI’s Analysis on the Operational Costs of Trucking in 2024
The American Transportation Research Institute’s annual Operational Costs of Trucking report has shown increases for three years in a row now. After jumping nearly 40 cents in 2022, the cost per mile to operate a truck in 2023 increased another 2 cents, bringing the total average operational cost per truck to $2.27 a mile.

How Well Do You Know the 20% Rule for Brake Violations?
Brake violations discovered during roadside inspections have been the No. 1 out of service violation since forever but fleet operators do have a little (very little) wiggle room with the 20% rule – a rule that can keep a truck and/or trailer on the road as long as less than 20% of certain components of vehicle’s service brakes are not deemed defective.
FMCSA’s Plans for AEB Systems, Speed Limiters
The White House Office of Management and Budget released the Spring Regulatory Agenda in July, sharing a list of the rules and regulations that federal agencies have on their plates. For trucking, the major rules to watch are automatic emergency braking and speed limiters. Next year, the Federal Motor Carrier Association may issue a final rule requiring standardized AEB systems in new vehicles and a notice of proposed rulemaking to require speed-limiting devices.
Engine Technology Forum Says ICE Here to Stay in Low-Carbon World
A new report from the Engine Technology Forum concluded that trucking shouldn’t ignore diesel engine emissions advancements and capabilities as the industry focuses on decreasing climate change and emissions. The May 2024 study, Powering On: Internal Combustion Engines & the Clean Energy Future, focuses on the transportation industry’s near-term needs and current ZEV solutions’ capabilities. The study emphasized the need for multiple types of powertrains, particularly ICEs, alongside EVs, hydrogen, and biofuels in the coming decades.
Brake Safety Week 2024 Tips from Bendix-August 25th-31st
One of the biggest touchstones on the North American commercial vehicle industry’s calendar is approaching: Brake Safety Week. This annual North American commercial vehicle road check event will take place August 25-31. The annual weeklong inspection and enforcement event run by the Commercial Vehicle Safety Alliance (CVSA) examines vehicles across the United States, Canada, and Mexico.
ATRI Seeks Motor Carrier and Freight Broker Input on Industry’s Cargo Theft Crisis
The American Transportation Research Institute (ATRI) is conducting research on the growing issue of cargo theft in the trucking industry. As motor carriers, shippers, insurers, and consumers increasingly encounter challenges related to theft, ATRI is working with industry stakeholders to better quantify cargo theft types, frequency, geography, and commodities targeted.
Feds Pull Two More ELDs From List of Approved Devices
The Federal Motor Carrier Safety Administration has removed a pair of electronic logging devices from its list of approved ELDs. On Thursday, Aug. 15, FMCSA announced that Blue Star ELD and Reliable ELD had been added to the list of revoked devices.
FTR Data Shows Trailer Orders on the Rise
FTR reported Monday U.S. trailer net orders increased by 26% month over month to 5,961 units in July. The number was a strong improvement from June but still well below seasonal objections and down 38% year over year.
Truck Tonnage Saw Slight Gains in July
The American Trucking Associations’ For-Hire Truck Tonnage Index held mostly flat in July, increasing just 0.3% from June. In July, the index equaled 113.7 (2015=100) compared with 113.3 in June.
