Washington, D.C. – The American Transportation Research Institute (ATRI) today released new research on the growing problem of cargo theft. The research obtained detailed cargo theft data from motor carriers, logistics service providers (LSPs), insurers and other stakeholders to understand and quantify the scale and causes of cargo theft, covering: 
 
How and where cargo theft occurs;
The financial costs of cargo theft to the industry;
Cargo theft prevention strategies;
Strengthening partnerships with law enforcement; and
The role of insurance in shaping cargo theft risk management.
 
The report also includes a series of case studies documenting the real-world cargo theft experiences of shippers and motor carriers.
 
The research documents the high cost of theft to both motor carriers – who average more than $520,000 in annual theft losses, and to LSPs – who average more than $1.84 million in annual losses. The annualized cargo theft cost to the industry is as high as $6.6 billion, or more than $18 million per day. 
 
“Unfortunately, we’ve reached a point where cargo theft has become a standard cost of doing business for trucking companies, with consumers ultimately footing the bill for many billions of dollars in losses. Something must be done to stop these costly crimes,” said Ben Banks, TCW, Inc. President.  “ATRI’s new research on cargo theft puts real-world numbers to the issue and will hopefully motivate stakeholders to act quickly on solutions.”


The report goes on to recommend counter-strategies that include:
 
The development of security culture within motor carriers and across the supply chain;
Enacting model state legislation, including specific cargo theft penalties; and
Developing a federal-level centralized cargo theft reporting agency.

ATA Calls on Congress to Strengthen CDL Standards
 
Washington – In light of several high-profile crashes involving unqualified drivers on our nation’s highways, the American Trucking Associations sent a letter to congressional leaders today to urge them to enhance training, testing, and licensing standards for CDL-holders.

“Though commercial trucking is among the most heavily regulated industries in the United States, gaps in oversight, enforcement, and qualification requirements…threaten safety on our nation’s highways,” wrote ATA President & CEO Chris Spear.  

In addition to calling on Congress to close dangerous loopholes, ATA raised concerns about cabotage – the illegal practice of foreign carriers conducting domestic freight movements – which poses an ongoing threat to the viability of U.S. carriers.

“As the largest national association representing the trucking industry, ATA and its members recognize the critical importance of a trained, qualified driver workforce and have identified several specific steps towards strengthening the processes and checks that ensure a commercial driver is fit to operate on our nation’s roadways,” Spear continued.  “ATA respectfully urges [Congress’] consideration of these actions to further close critical gaps in our driver qualification system, strengthen enforcement of existing standards, and prevent unsafe operators from entering or remaining in the trucking industry.”

While the U.S. Department of Transportation has taken major steps forward under the leadership of Secretary Sean Duffy, targeted legislative reforms are urgently needed to support USDOT’s efforts and ensure all commercial drivers are properly qualified, adequately trained, and legally operating in the country.

ATA made six recommendations on actions Congress should take related to English Language Proficiency (ELP), cabotage violations, Entry-Level Driver Training (ELDT), and commercial driver’s license (CDL) issuance:
 Codify the President’s Executive Order on ELP for truck drivers.Direct FMCSA to initiate a rulemaking requiring an ELP test as part of the CDL issuance process.Require individuals to hold a standard driver’s license for at least one year before becoming eligible for a CDL, with limited exceptions for certain workforce training programs.Strengthen federal and state oversight of CDL issuance and testing to ensure only fully qualified drivers enter the industry.Expedite the removal of non-compliant training providers from the FMCSA Training Provider Registry (TPR).Strengthen enforcement and penalties against illegal cabotage.

Senate Confirms FMCSA Administrator

Former Florida commercial vehicle enforcement leader Derek Barrs’s confirmation on Friday drew praise from industry groups. Barrs will lead approximately 1,100 employees at FMCSA for areas involving regulation, education, enforcement, research and technology, the Commercial Vehicle Safety Alliance said. The agency serves as the lead in regulating and overseeing safety of commercial motor vehicles, drivers and motor carriers, the group noted.


Roadcheck Results: 10K Vehicles, 3K Drivers Sidelined for OOS Violations

Of the more than 56,000 commercial motor vehicle, driver and cargo inspections conducted during the annual three-day International Roadcheck inspection blitz, more than 10,000 vehicles and 3,000 drivers were placed out of service, according to the Commercial Vehicle Safety Alliance.


Tariffs on Medium-and Heavy-Duty Trucks Delayed to November 1

After the original October 1 truck tariff deadline passed, the Trump administration announced that all medium- and heavy-duty trucks will instead face a 25% import fee starting November 1.


What DOT’s Shutdown Plan Means for Trucking
