The vote is hardly a win in either chamber and is likely little more than ceremonial, as it now heads to the desk of President Joe Biden who said last month that he would veto it.
FMCSA: HOS Violations Rise After Rule Change
Amendments to the hours-of-service rule that went into effect in late 2020 may have increased flexibility for truck drivers, but the percentage of HOS violations rose “significantly higher” the first year of the rule’s implementation, according to a new analysis sent to Congress this month.

To help fix things up again, the U.S. Department of Transportation is coordinating with the White House, which has just announced that it will provide $749 million in Emergency Relief Program funds to 39 states.
Tonnage Drops Again in April
Truck tonnage in April fell on both an annual and month-to-month basis as freight activity remains slow, American Trucking Associations said May 23. Tonnage slumped 3.4% last month to 112.7 when measured against the same period a year ago, and dipped 1.7% compared with March results.

ATA’s Spear: Trucking Must Resist ‘Mad Dash to Zero’
The environmental lobby has become the most powerful policy influence in Washington, ‘unmatched by anyone,’ Spear suggests. While highway safety, nuclear verdicts, the workforce, and infrastructure all are critical matters for trucking, the “most front-burner” issues over the next decade will be energy and the environment, American Trucking Associations President and CEO Chris Spear emphasized here May 17.
CVSA Removes More Than 750 Commercial Trucks From Service During Brake Inspection Blitz
6,829 commercial motor vehicles were inspected throughout Canada, Mexico and the U.S. as part of the Commercial Vehicle Safety Alliance’s (CVSA) Brake Safety Day. According to a news release, inspectors found brake-related critical vehicle inspection items on 11.3% of the vehicles inspected, indicating those vehicles were unfit and unsafe for roadways.
FMCSA Launches Program to Combat Human Trafficking
The Federal Motor Carrier Safety Administration recently launched its new human trafficking awareness campaign, “Your Roads, Their Freedom.” The campaign seeks to give the nation’s 8.7 million commercial motor vehicle drivers the information needed to identify and report suspected human trafficking.
Senators Petition EPA to Withdraw Phase 3 GHG RegsA
contingent of U.S. senators last week penned a letter to EPA Administrator Michael S. Regan, asking the agency to withdraw proposed emissions regulations. The letter follows more than 150 House Republicans sending a letter to Regan earlier last week.
Truck-Parking Bill Among Those Advanced in House
The bill is intended to establish a competitive grant program to fund truck parking projects across the nation. According to ATA, there is currently only one parking spot for every eleven truck drivers on the road and drivers spend an estimated 56 minutes every day looking for a safe place to park.
Operation Safe Driver Week Starts July 9
Law enforcement officers in the U.S., Canada, and Mexico will be on the lookout for commercial motor vehicle drivers and passenger vehicle drivers engaging in unsafe driving behaviors during the Commercial Vehicle Safety Alliance’s Operation Safe Driver Week, July 9 to 15. Those exhibiting unsafe driving behaviors will be pulled over and given a warning and/or issued a ticket/citation by law enforcement, according to CVSA.
